Kommersant: electronic voting terminals to appear in Moscow mayoral elections

During the autumn elections of the mayor of Moscow, an electronic voting terminal (TEG) will be installed at each polling station, the data from which will be sent to the remote electronic voting system (DEG). About it told “Kommersant” trained member of PEC No. 1661 Andrey Klyukin.

“During the training, each member of the PEC was equipped with a workplace with a laptop and a scanner. We studied the work with an electronic list, voter registration, issuance of a ballot, refusal to issue and other situations. The main innovation will be the use of TEG,” he said.

Deputy Chairman of the Moscow City Electoral Committee Dmitry Reut, in turn, explained that paper ballots are not canceled, and the voter will be able to choose how to vote. As the newspaper notes, the electronic list of voters, together with the passport scanning system, was tested in Moscow at municipal elections last year. Thanks to this, you can participate in the DEG without an appointment.

At the same time, the procedure for verifying passport data and an identity card for a PEC member does not change – only after it the voter will have access to voting through the TEG, if he wants, said Artem Kostyrko, head of the department for improving territorial administration and developing smart projects of the Moscow government. He also noted that last year more than 70% of Muscovites who voted did so remotely.

Earlier, the head of the CEC, Ella Pamfilova, said that on a single voting day in 2023, the DEG will be applied in 20 regions. According to her, applications for the use of electronic voting were submitted in 30 regions, but they will be selected according to several criteria, including Internet coverage and coverage of public services. The final list of regions that will apply the DEG on the single voting day in 2023 will be presented in the summer.

According to her, in the presidential elections in the Russian Federation in 2024, DEG will be used in those regions where it has already been tested. Prior to this, Deputy Chairman of the CEC of Russia Nikolay Bulaev said that he was confident in the use of DEG in the upcoming presidential elections in the Russian Federation in 2024. According to him, the CEC received 27 applications from different regions for the use of DEG in 2024.
