The head of the constitutional committee of the Federation Council Andrei Klishas reacted to offer Deputy Speaker of the State Duma Anna Kuznetsova on the confiscation of property of Russians who left the country to solve the problem of housing for orphans. In his opinion, this is impossible without amendments to the Criminal Code of the Russian Federation. He noted that in Russia it is not forbidden to leave the country.
“It remains only to understand how legally you can use someone else’s property to solve social problems. Without serious amendments to the Criminal Code – in any way. Leaving the Country is not a crime,” wrote Mr. Klishas in Telegram.
Mrs. Kuznetsova proposed to confiscate the property of those “who betrayed their country.” She drew attention to the fact that there are people “who have left the country, there are those organizations in Russia, the owners of which are people from unfriendly countries.” According to the deputy, the assets can be used to provide housing for orphans.
In mid-January, State Duma Speaker Vyacheslav Volodin offered to introduce a clause on confiscation of property in the articles of the Criminal Code of the Russian Federation on incitement to extremism, rehabilitation of Nazism or discrediting the armed forces. Mister Klishas then also pointed outthat such a measure is possible with amendments to the legislation.
