Klishas criticized the bill on the mandatory distribution of university graduates

Andrey Klishas, ​​Chairman of the Federation Council Committee on Constitutional Legislation and State Building, criticized the draft law on the mandatory distribution of graduates of Russian universities. It is more expedient to close personnel needs with the help of the target recruitment mechanism, the senator believes. To oblige state employees to work for three years on distribution after graduation offered State Council of Tatarstan.

Mr. Klishas believes that before the adoption of the bill, it is necessary to understand whether there is a specific request in Russia for university graduates in certain specialties. “If this is the case and there is such a request from the state, then it is necessary to carry out a targeted recruitment that will allow children from the regions, including from the “outback” to enter and study at the best universities in the country with a guarantee of subsequent employment,” the senator wrote in Telegram channel.

The authors of the bill justified the need to create a system for the distribution of graduates by the urgent need for personnel at the enterprises of the military-industrial complex. According to the plan, the measure should affect state-funded students. From those who refuse a three-year work, it was proposed to charge compensation for budgetary expenses for training. The corresponding amendments to the Federal Law “On Education in the Russian Federation” were submitted to the State Duma and registered on April 27.
