In Ukraine, disability will be replaced by loss of functionality

The Ministry of Health of Ukraine has prepared a bill that proposes a new approach to determining the status of a disabled person. Instead of the usual disability, the authorities propose to introduce a new assessment system – loss of functionality.
Minister of Health of Ukraine Viktor Lyashko revealed the details of this reform, which is planned for 2025. This initiative also includes redesigning the medical expert commission system and revising the methodology for assessing disability.
“The problem we have now is that we are chasing disability, because it provides benefits and compensation, and not returning a person to an economic state. We didn’t ask what the person wants, but we say that we can give this. This is the post-Soviet model , which we must abandon,” Lyashko said, emphasizing the need to change outdated approaches.
