The public headquarters for monitoring elections in Moscow has set a date for test voting before the presidential election: March 2 from 10:00 to 14:00. Muscovites were encouraged to participate as actively as possible in this process. With the help of trial electronic voting, they want to test the stability and reliability of Moscow electronic services before the upcoming Russian presidential elections on March 15–17, 2024.
At the second meeting of the Public Headquarters on February 26, they discussed the readiness of the Moscow remote electronic voting system (DEG) for the upcoming presidential elections, the progress of training members of Moscow precinct election commissions, and set the date and topic for test voting. Remote electronic voting in the presidential elections of Russia is being held for the first time, and members of the headquarters called on Muscovites to participate as much as possible in test electronic voting, as this is important for two reasons: first, a person will be able to check his ability to vote using the DEG (whether his account works), and the second key point is that the more Muscovites take part in the test, the greater the load on the system will be, and this is important for testing its ability to cope with a large influx of users.
“The election process is going according to plan, without glitches or complaints,” said Olga Kirillova, chairman of the Moscow City Election Commission. “The Central Election Commission sets its main task to make the elections as transparent and objective as possible, and we, at our level, also strive for this.” She emphasized that during the last campaign for the election of the mayor, more than 80% of voters chose DEG and electronic voting using terminals and portable terminals, and this confirms that “the emphasis should be on this tool.”
According to the head of the Department for Improving Territorial Administration and Development of Smart Projects of the Moscow Government, Artem Kostyrko, voting in the presidential elections of the Russian Federation is “an event unprecedented in popularity and scale,” but electronic city systems were initially created for such a high load that they have already been tested by Muscovites several times . Every day, the entire system of Moscow electronic services (the mos.ru portal and related systems) “sees” approximately 3 million visits, and this is the “standard mode of operation.” But during the presidential elections a much larger number of users is expected, and the main influx, as practice shows, will fall in the first hours. For example, in the last Moscow mayoral election in September, more than half a million people voted electronically in the first hours.
As Kostyrko assured, everything will go quickly, and the wait in line will only be a few minutes, but this line is “an absolutely standard mechanism.” “So if at first you see an hourglass on your display, wait, you will be able to get to the email newsletter very soon, this is not a glitch,” he noted. Indeed, in addition to the fact that a large number of “normal” electronic voters are expected, we must also be prepared for the fact that our various “opponents” will make attempts to disrupt the voting process, and this will add traffic.
Kostyrko noted that “the system has secured itself” – after all, voting lasts three days. You can cast your vote online from 8.00 on March 15 to 20.00 on March 17. The Public Headquarters hopes that since the DEG will be spread out over time and voting will be possible both at night and during the day, there will not be an “incredible” load on the system. “It is not necessary to vote in the first hours, as soon as such an opportunity opens,” advised Vadim Kovalev, head of the Public Headquarters for Election Observation and head of the Observer Corps of the Public Chamber of Moscow. “Previous practice shows, by the way, that Muscovites vote especially actively at night.”
At the meeting, the date, time and question for the test voting were approved: March 2 from 10.00 to 14.00. And the question they chose was (as noted, very relevant for Muscovites, especially for allergy sufferers): “Is it necessary to cut down poplar trees in Moscow to get rid of poplar fluff?” The question implies three possible answers: the first is “cut down and plant other trees in their place,” the second is “no need,” and the third is “leave this decision to specialists.”
During testing, a separate page for electronic voting on elect.mos.ru will be tested, and anyone who gets there will be able to save a few clicks and get to the electronic ballot faster. The same system will work during the presidential elections.
In order for a Muscovite to take part in a trial vote, you need to have a confirmed entry on mos.ru, and at the same time you can check whether your profile is completed.
Let us also note that on March 2 it will be possible to vote electronically for the fate of the poplars not only from your computer or phone, but also through the electronic voting terminal (TEG) at the polling station. To do this, one PEC will be opened in each district of the city on March 2. Their list will be published on the website of the Moscow City Election Commission.
The headquarters reminded that the DEG is just an additional opportunity to make your choice. Many people will traditionally want to visit a polling station, where they can vote either the old-fashioned way using a paper ballot, or the modern way – using an electronic terminal.
The Russian presidential elections will be held from March 15 to 17. Citizens who have permanent registration in the capital, as well as residents of other regions of the country who have previously filled out an application to be assigned to a polling station in Moscow, will be able to vote in Moscow. Polling stations will be open to Muscovites all three days from 08:00 to 20:00.
