The Moscow Regional Duma proposes to punish unauthorized art on walls
Parliamentarians from the Moscow Region proposed introducing administrative responsibility for artwork on houses and fences. The maximum fine for unauthorized graffiti will be one thousand rubles. And this is a completely justified project – brand new fences and beautiful walls of buildings and structures are being “used” by unfinished artists and zealous teenagers, turning entire areas into a disgusting spectacle.
“Currently, the federal code does not have a separate article on administrative liability for unauthorized graffiti,” noted Igor Kokhany, chairman of the Moscow Regional Duma Committee on Construction, Architecture, Housing, Communal Services and Energy. – Violators can be prosecuted for other reasons – for example, for damage to property or for petty hooliganism. But not all actions fall under the current compositions. The new article will clearly establish the essence of the offense – illegal graffiti, and the punishment.
He clarified that it is proposed to set the fine in the amount of 500 to 1000 rubles. or assign compulsory work for up to 40 hours.
The initiative will be sent to the government of the Russian Federation so that appropriate changes can be made to federal legislation.
— At the same time, graffiti art is becoming popular in the Moscow region. Many murals have already become recognizable landmarks of cities and delight residents and guests of the region,” the deputy continued. – If the drawing is approved, there are all the necessary permissions, everything is legal, then such creativity can bring joy and inspiration to other people.
