How to protect schoolchildren from shooters: there must be gateways and video cameras with a neural network
Gateways, like in a pre-trial detention center, video cameras with a neural network – such a future can await Russian schools. Experts have been discussing the reform of the security strategy for educational institutions for more than a year: the tragedy of the “Otradnensky shooter” became the starting point. However, until now – after the terrorist attack on a college in Kerch, the shooting of a gymnasium in Kazan, a university in Perm, and now a school in Izhevsk – things are still there. As experts see the ideal model for the protection of an educational institution, “MK” learned from the chairman of the all-Russian trade union of the Non-State Security Sphere Dmitry Galochkin.
There are two components of a safe school, according to the expert. The first is the right architectural decisions. As Galochkin explained, educational institutions must be equipped in a certain way. The first and main line of security is the fence enclosing the school grounds. An access control system is required. This may be a device to which a student or teacher applies a personal magnetic pass.
The second barrier for the “school shooter” is the entrance to the building. A frame with a metal detector is clearly not enough here. Experts offer a much more radical, but proven solution – technical entry gateways. Such a system works, for example, in pre-trial detention centers.
– The gateway works like this: you opened one door, entered, the door closed behind you. The second door will not open until you pass through a metal detector or other scanning device. In addition, such a system gives the guard time to examine you and make sure that you are not an intruder, says Dmitry Galochkin.
The gateway system has an important nuance. We will have to redistribute the flow of schoolchildren – leave one door for the entrance, and the other – it may be located on the opposite side of the building – for the exit. However, experts do not see much difficulty in such a decision. Institutions, including educational ones, have gained and consolidated experience in delimiting human flows over the years of the coronavirus pandemic.
The second component of security is intellectual. Security specialists are quite serious about the fact that artificial intelligence and neural networks as school security guards are a matter of the near future.
– An inspection and video surveillance system using computer vision and artificial intelligence is a real development that already exists. It may seem expensive. But no, we are talking about big data. Such technologies should be introduced not by one school, but by all across the country. As a result, the cost of such a product will tend to zero. With the help of profiling techniques, a smart vision system will be able to determine deviant behavior in a person, the presence of a weapon, and will be able to scan his intentions by the features of his gait. In addition, the system must be integrated with the bases of the Ministry of Internal Affairs and the FSB in order to instantly determine whether a person is related to banned organizations or destructive subcultures, Galochkin said.
As for the lack of weapons on the school guards – an employee of the private security company at school 88 in Izhevsk did not have one either – here the experts are adamant. “Firearms” in the building of an educational institution should be banned even for those who are obliged to protect this building.
– The guards should not have weapons. There is a huge risk that the human factor will turn on. The guard may be tired, lose vigilance. If there is a weapon in the room, it can be selected and used.
