Roschino Airport (Tyumen) has introduced restrictions on flights outside Russia for men who are on the lists of military registration and enlistment offices for mobilization, Kommersant was told at the airport. To cross the border, citizens on the list must provide a certificate from the military registration and enlistment office confirming that they are allowed to leave. If not, the passenger is removed from the flight. At the same time, there is no ban on domestic flights. This is the first Russian airport to announce such measures.

On September 21, Russian President Vladimir Putin announced the beginning of partial mobilization in the Russian Federation. Reserve servicemen who have served in the army and have combat experience are subject to conscription.
