“News” reported with reference to their own information that in September the State Duma may adopt a bill that would oblige the Federal Tax Service to inform banks about the death of their clients. Tax officials have access to relevant information that will help financial institutions stop voluntary and involuntary offenses in relation to the funds of deceased Russians.
The authors of the bill “On Amendments to Article 9 of the Law “On Banks and Banking Activity” and the Law “On Tax Authorities of the Russian Federation”, including the head of the State Duma Committee on the Financial Market Anatoly Aksakov, believe that having received information from the Federal Tax Service, banks will be able to quickly block accounts and contributions from the dead.
“Its adoption is important for two reasons. Firstly, in order to prevent situations when relatives use money – bank cards – of the deceased unknowingly. They think they have the right, but according to the law, this is actually theft of funds if they have not entered into inheritance rights, ”Aksakov explained. And, secondly, among those in a hurry to use the funds of the deceased, there are also scammers who may try to perform operations on their behalf.
