The Russian Ministry of Internal Affairs (MVD) has submitted to the government a bill aimed at expanding powers in relation to foreigners. The proposal is to reduce the period of stay of foreign citizens in the country to 90 days during the year, the official said representative Ministry of Internal Affairs Irina Volk.
According to the department’s statement, the proposed draft law introduces new legal mechanisms. It provides for the use of biometric identification when entering Russia, as well as the introduction of a single document for migrants. Foreigners will be issued a digital profile to monitor their stay in the country. In addition, it is proposed to reduce the period of temporary stay to 90 days per year, instead of the current three months per half-year.
In addition to this, the Ministry of Internal Affairs proposes to tighten control over employers hiring specialists from abroad and introduce administrative restrictions for illegal migrants. Organizations, including government agencies, will be prohibited from providing services to violators of immigration laws. The agency plans to stop any actions that contribute to the extension of the illegal stay of foreigners in Russia.
Among other proposals in the bill there is a clause on the signing of a “loyalty agreement” by foreigners upon entering Russia. This document provides for consent to possible restriction of rights in case of violation of the laws of the Russian Federation. The Ministry of Internal Affairs also plans to introduce a procedure for the expulsion of undesirable persons in certain cases by decision of the court or authorized federal bodies.
