HSE Develops a Neural Network to Evaluate the Ethics of Russian Laws

The Faculty of Law of the Higher School of Economics (HSE) has developed a neural network to assess the ethics of Russian laws. With its help, the website “Index of the Ethics of Law” will be created, where it will be possible to check any normative legal act that contains “moral and evaluative content,” the press service of the Higher School of Economics told TASS.
The project was called “Ethics and Law: Correlation and Mechanisms of Mutual Influence”. Its goal is to “determine the role of morality in legal regulation,” the university said. It is planned to complete the work on the creation of the “Index of the Ethical Law” by December, they promise to make it available to everyone. Within the framework of the project, the faculty also developed the “Time Tape of Ethics and Law”, where the most interesting norms of Russian law from the end of the 15th to the end of the 20th centuries were collected and commented on from the point of view of ethics.
“The “Ethics Index”, first of all, will be useful to the legislator, as well as to the executive authorities that carry out legal regulation of public relations and related law enforcement. The State Duma has already shown interest in the relevant work, and negotiations have been held on testing the algorithm and its possible application,” said Vadim Vinogradov, Dean of the HSE Faculty of Law.
