Car registration rules

Registration of a vehicle with the traffic police is a mandatory procedure for any car purchased on the secondary market or in a car dealership from an authorized dealer. It confirms that the vehicle and equipment installed on it are safe for other road users. In addition, license plates, which are issued after registration, allow you to quickly track down any offense, whether it is a ticket for speeding or theft.

In order to register a car, the applicant must be over 16 years old, otherwise the vehicle will be registered to one of the parents or guardian. If the owner cannot be present, you can register the vehicle by power of attorney (it is better to notarize it so that the traffic police does not have any questions, the power of attorney will indicate the owner’s data and the characteristics of the car).

It is necessary to register the car within ten days after the execution of the contract of sale. If the car is sold, the former owner can also deregister it ten days after the transaction, otherwise he will receive fines, because he is listed as the owner and driver in the traffic police database.

Delay in registration threatens with a fine of 1.5–2 thousand rubles. (for officials – 2-3 thousand rubles, and for legal entities – 5-10 thousand rubles). If a traffic police inspector stops a car without license plates, the fine will be 500–800 rubles, but if the driver violates it again, he will be deprived of his license for a period of one to three months.

After registering the car, the owner will receive a vehicle registration certificate (STS), which is included in the mandatory list of documents in the car, it may be required by traffic police officers. CTC is done once, it is not necessary to renew it, with the exception of drivers without permanent registration: they can only receive a temporary certificate that is issued for the duration of their stay.

How to register a car and what documents you need to prepare

You can register a vehicle in any region of the country, regardless of the registration of the owner. When purchasing a car in another city, you can register it there, and then go home in an already registered car.

The state duty for registration of vehicles in 2023 is 3650 rubles:

new vehicle passport (PTS) – 800 rubles;

new registration plates – 2 thousand rubles;

passport registration certificate – 500 rubles;

making changes to the PTS – 350 rubles.

If the owner does not need one of the services, he will not have to pay for it (for example, if the old license plates remain and a new TCP is not required, the fee will be 850 rubles).

How to register a car

1. Registration of a car through the traffic police. This is the traditional way in which the applicant must contact the nearest traffic police department or make an appointment through the State Services. The Inspectorate will set a date and time when the driver must arrive with his vehicle and documents, as well as paid state duty. The traffic police inspector will inspect the car, check the VIN numbers with the data in the TCP. If everything is in order, the owner will receive a license plate. In the case of buying a car in the secondary market, it will be possible to leave the previous sign or issue a new one (if the registration region of the new owner does not match the region of registration of the used car, you will have to order a new plate).

2. Registration of a car through the MFC. You can register a car far from every MFC, but only where it is possible for a car to be inspected by a traffic police officer. You can find out which centers have this infrastructure in the help center. You can pay the state fee directly at the MFC. You can also make an appointment by phone or through the “Gosuslugi”.

3. Registration of a car through “Gosuslugi”. Authorized users can apply for vehicle registration and pay the state fee, but without the 30% discount (it was canceled from the beginning of 2023). The owner of the car can choose a convenient department of the traffic police or the MFC and sign up for registration of the vehicle online. In addition, when applying for a service through the website or the State Services application, you do not have to fill out an application – part of the data will be automatically filled in with information from the profile.

4. Registration of a car at a dealer. Dealers who have a special status can also register a car. However, if the dealer registers the vehicle but does not issue a license plate, the owner will have to leave the salon on a tow truck, because already registered cars cannot move on public roads without a plate. It is necessary to clarify in advance whether the dealer provides such services and whether it issues license plates immediately after registration. Some salons offer another service – delivery of a car directly to the traffic police on a tow truck with the subsequent execution of all documents and the issuance of a plate, however, the cost of such a service can be 10-20 thousand rubles.

All registered cars are stored in the traffic police database. If you need to check the registration (for example, before buying a car), this can be done using the verification service on the traffic police website or through the State Services. In this case, you will need VIN numbers, state number, series or STS number. Thus, you can not only check the registration of the car, but also find out its detailed history, as well as whether the car is wanted or pledged.

Wherever the car is registered, For registration, you will need a certain package of documents:

application for registration of the vehicle (can be submitted through the “Gosuslugi” or write directly to the traffic police or the MFC);

owner’s passport;

a document confirming the right to own a car (for example, a sales contract, a certificate of inheritance law);

OSAGO policy (for registration, you will also need a passport, rights and a document of ownership, however, if the car is more than four years old, they will also require a diagnostic card from the last technical inspection);

How to register a factory or homemade trailer

Registering a trailer is very similar to registering a car. The trailer also has its own VIN numbers, its own TCP and will have its own license plates after registration. The differences are that the trailer does not need OSAGO insurance (if the trailer is not a cargo trailer) or technical inspection.

Important: before buying a trailer, you need to make sure that the vehicle can carry it (the maximum weight of the trailer is indicated in the technical specifications of the car), and also whether your driving category allows transportation with a trailer (if it weighs more than a car and the total weight exceeds 3.5 tons , a separate BE category is required).

The procedure for registration and clearance is the same as for registering a car. The traffic police will require two documents:

a contract of sale (it is concluded in a store or with a previous owner);

PTS;

It is also necessary to register the trailer within ten days after purchase.

Registering a homemade trailer is much more difficult. This will require:

1. Collect all certificates and checks for the purchased parts from which the trailer is assembled (they must be factory).

2. Contact the traffic police department and get a referral for examination to the testing laboratory.

3. When passing the examination in the laboratory, obtain an act of examination and a certificate for the trailer.

4. Contact the traffic police with an application for registration of the trailer. All other documents will require an act and a certificate issued by the laboratory.
