Golikova informed Putin about the exclusion of the rule on reducing payments for receiving a prosthesis

The Government of the Russian Federation has eliminated the legislative provision according to which a citizen receiving a modern prosthesis would be deprived of part of his social benefits. This became known during speeches President Vladimir Putin at the Future Technologies Forum in Moscow.

The President, during a conversation with experts at the forum, said that in the “postulates of the Ministry of Health” there is a rule about reducing payments for people receiving more modern means of rehabilitation. According to Vladimir Putin, payments cannot be reduced “with the reference to the fact that it is ‘like a real hand’.” “I hope that all this has already been removed (from the documents.— ”b”),” the president said, addressing Deputy Prime Minister Tatyana Golikova. She nodded affirmatively. “They seized it, well, thank God, let’s applaud!” – the president concluded.

For the first time about this problem, Vladimir Putin said January 26 in St. Petersburg during a meeting with students participating in a special operation in Ukraine. “I was surprised to learn this: when a person is given modern means of rehabilitation, some kind of mechanical prostheses, this actually replaces a real arm or leg. And because of this, they reduce the level of payments to people. This is some kind of nonsense. But that’s what’s written in the documents,” the president said then. He noted that he had instructed the government to figure out why disability payments were being reduced for military personnel who received modern prosthetics.

According to Russian legislation, social benefits for disability are calculated, among other things, depending on the disability group assigned to the citizen. For disability group I – from 90-100%, for II – 70-80%, for III – 40-60%. The severity of dysfunction of the body is determined, among other things, by a person’s ability to perform any actions. In March 2022, military lawyer of the Committee of Soldiers’ Mothers of Russia, Alexander Latynin, in a conversation with RTVI said that the military, depending on the degree of injury, is paid monetary compensation. It consists of the degree of disability (if assigned) and the insurance payment. Insurance payments amount to about 350 thousand rubles. If a military person is assigned a disability, the amount of payments ranges from 300 thousand to 1.5 million rubles.
