The State Duma decided to abolish the offensive term
The State Duma proposed not to use the term “mentally retarded” in relation to a certain category of citizens with mental health problems. According to legislators, the term is incorrect and long outdated. In addition, it “limits the opportunities for such children to be successfully socialized.”
The initiative was born in the Education Committee of the State Duma of the Russian Federation. Its authors recommended that their colleagues pass the bill in the first reading.
The old definition will be replaced by the more neutral “intellectual disability.”
Along with this change, legislators called for special accommodations for children with disabilities. The document talks about the need to develop new adaptive educational programs, as well as methods and means of training and education that take into account the developmental characteristics of students and their health status.
In schools for children with intellectual disabilities, it is proposed to establish a unified procedure for providing psychological, pedagogical, medical and social assistance. This way, students who are “having difficulty mastering the program” will receive equal rights.
If the committee’s initiative is approved, then corresponding changes will be made to the federal law “On Education.”
The term “mental retardation” was introduced by Soviet psychiatrists instead of the previously accepted definitions of “insinia” and “mental retardation”.
