Roman, a victim of the mafia operating under the cover of the magic word “social protection,” assures that criminals have increased their technological potential. The refusal he received in response to a request to allow a kinship exchange (to give a minor a share in other parental property) unsettled this father. According to the parents of 8-year-old Artem, who is referred to as a minor in this story, they were not ready to buy a new home – neither morally nor financially. But I also wanted to sell the apartment left by my deceased parents – it is located in a very inconvenient area for the family. The obstacle turned out to be the kindness of the grandparents, who allocated a share in the property to their beloved grandson.

“Guardianship also does not allow giving a minor a share in a mortgaged apartment, it is also not allowed to give a share to a relative’s already existing property, just purchase a new living space, and not with a mortgage,” Roman, Artem’s father, throws up his hands, having unsuccessfully tried to persuade the guardianship to allow him to sell his own parental property. apartment. – Buy it the way you want, and before selling the apartment for which you are asking permission.

Well, there’s nothing to do, we took out a loan, not a mortgage one, but just a “targeted” one. We also borrowed from all our relatives and friends, found a one-room apartment outside the Moscow Ring Road, agreed on the purchase and wrote a new application for guardianship. Now – with a request to allow us to sell the apartment of our late parents in exchange for the son becoming the owner of a new one-room apartment. Our realtors said in unison that they definitely wouldn’t refuse us this. After all, we are buying a separate apartment.

According to Artem’s parents, now you receive permission from the guardianship and trusteeship authorities not in person, as was the case until April last year, but through the window of the MFC, where you sign up through State Services. From now on, everything is impersonal, trustees work only with documents and facts, and not personally with petitioners, and therefore are protected from moral pressure on their part, tears, requests and attempts at corruption. And those who submitted the petition can only wait anxiously for the same State Services to receive a message that a decision on your case has been made. And what exactly this decision will be, the applicant will only find out when he appears at that very MFC window.

“The last time we were refused, everything was like that,” Roman recalls. – A message to State Services, a second visit to the same window, a paper with a refusal. They remembered us there, because in addition to Artem, we had a younger one with us, and she was still an infant, and her wife fed her right at the MFC. And Artem sat all the time with a book and read, everyone paid attention to him and praised him.

That is why Roman was not surprised when for the second time they did not write to him on the State Services portal, but called him.

“It turned out that this was the number of the Unified One Window Service,” clarifies Roman. “They called exactly the number that I indicated in the application to guardianship and on the State Services portal.” Therefore, nothing alarmed me. The voice on the phone said that the guardianship had made a positive decision on our issue, and I, as an applicant, can now drive up alone, without my family, and pick up the paper. And he gives the address of the same MFC where we submitted the application.

And I heard that you can get a decision in writing at the MFC of any district. I ask, can I be closer to work? They answer that this is an official document and it must be sent by Russian Post. Then I can receive it myself, I just need to register the state shipment. The interlocutor says – now I will do it in front of you. You have received a code on your phone, dictate it. Second code – dictate. On the third code, something clicked for me, and I started asking questions. And the “guardianship representative” immediately hung up.

As soon as this happened, Roman hurried to his personal account at State Services to notify about the scammers hiding behind them. But he couldn’t get to the portal; its page was blocked. Roman was lucky that there were law enforcement officers among his fellow students, and they suggested that he should immediately go personally to any MFC, otherwise it would be too late.

“I was at the nearest one within half an hour,” Roman shares. – And still, when I arrived, I found out that the scammers had managed to obtain microloans in my name and apply for a large loan. Fortunately, they were denied it, since I myself had recently taken it. It turns out that they specifically block their victim’s access to State Services, since there you can order any loans on someone else’s behalf, see any documents, property, etc.

Now I’m really scared, I suddenly realized that when we sell the apartment and get a large sum in our hands, the attackers will also know about it! Since they know my full name, that I applied for a guardianship permit to sell my home, but there is no answer yet, and they know how to forge a civil service number, then it turns out that nothing is impossible for them.

Now my account on State Services is blocked for an indefinite time, which slows down all my other necessary actions on this ill-fated sale. But this is not the worst thing. Until it is unblocked, neither I nor anyone else can know for sure whether the criminals managed to issue microloans in my name or not. Again all that remains is to wait and be afraid.

“This is undoubtedly a data leak from the government services portal,” summarizes lawyer Elchin Guliyev. – This is a huge problem not only for clients, but also for the State Services specialists themselves, and it must be solved primarily with the help of technology. In the meantime, we can protect ourselves in only one way: not to dictate the codes sent to our phone to any subscribers.

It is advisable, of course, not to talk to them at all, but special scriptwriters, sometimes very talented, work for the call scammers, so they regularly update the “call scripts”, which citizens never tire of falling for. Guardianship, for example, is clearly a new scenario. Otherwise, banks are already in the ears of potential victims.
