Foster children want to be allowed to study with siblings

The draft order was developed by the Ministry of Education

The Ministry of Education of Russia plans to give foster children the preferential right to enter those schools where their siblings and half-siblings are already studying. The draft of the relevant order of the department has been submitted for public discussion.

Today, this right is granted only to siblings living in the same family and having a common place of residence. With the entry into force of the order, the same right will be granted to adopted (adopted) or being under guardianship or guardianship in a family, including foster and foster children. They will be able to study in educational institutions already placed by their brothers and sisters, both full and half blooded. This rule will also apply to children whose parents are their guardians or custodians, as well as children whose parents are their guardians or custodians.

Exceptions to the rule will apply to admission or transfer to schools with in-depth study of certain subjects or for specialized education, as well as to schools with additional pre-professional educational programs in the field of physical education and sports, or programs of secondary vocational education in the field of arts. In such schools will be accepted on the basis of an assessment of the ability to engage in a particular art or sport, or subjects that are studied in depth.
