Foreigners with a criminal record may be given permission to serve under a contract

A draft on contract service for foreigners with a criminal record has been submitted to the State Duma of the Russian Federation

The Tula Regional Duma introduced a bill into the lower house of the Russian parliament allowing foreign citizens with a criminal record to enter into contracts with the RF Armed Forces. The project is available in the Duma’s electronic database.

Regional legislators remind in an explanatory note: in accordance with the current Russian legislation, foreigners also have the right to enter into a contract for military service in the RF Armed Forces, and therefore consider it advisable to extend similar conditions to them (from June 24, 2023, the possibility of concluding a contract for military service has been established for Russians military service by persons, in particular, those who have a criminal record or have committed crimes of minor or moderate gravity). It is proposed to set a pretrial period – no later than March 1, 2024.

The changes, as the initiators believe, will expand the capabilities of recruiting the Armed Forces. Replenishing the army with citizens of these categories who are ready to atone for their guilt before the state and society, according to legislators, will contribute to achieving the goals of the Military District.
