A bill has been introduced to the State Duma expanding the list of persons who can, at their own discretion, take part in a military operation on the territory of Ukraine. Document proposes to give the opportunity to become volunteers to foreign citizens convicted of crimes of minor and medium gravity committed on the territory of Russia, if the criminal record has been withdrawn or expunged. According to the bill, we are talking about crimes committed before June 24, 2023.
Changes are proposed to be made to Art. 2 Federal Law “On the peculiarities of criminal liability of persons involved in participation in a special military operation” and Art. 34 and 51 Federal Law “On Military Duty and Military Service”. The explanatory note notes that from June 24, 2023, Russian citizens who have committed crimes of light and medium gravity have the opportunity to participate in hostilities as volunteers. The bill proposes to add foreign citizens to Russian citizens.
“We believe that replenishing the armed forces of the Russian Federation with citizens of the above categories who are ready to atone for their guilt before the state and society will contribute to achieving the goals of the special military operation,” the explanatory note says.
The bill was introduced by deputies of the Tula Regional Duma today, January 12. In the Tula Regional Duma the document was presented Chairman of Parliament Nikolai Vorobyov.
