Deputy Matveychev described the scenario for disconnecting Runet from the global network

Disconnection from the global network Runet, according to the deputy chairman of the State Duma Committee on Information Policy Oleg Matveychev, is now difficult to imagine. In his opinion, such a scenario is possible only under extraordinary conditions.

As the deputy noted, Runet “is not so easy to cut off.”

He explained, “We have our own specific root chains and servers that can take over.” According to him, the Internet was originally “conceived as a non-hierarchical system.”

Matveychev believes that talking about turning off the Runet is beneficial to someone, but in reality this is hardly possible. In any case, as he said, “while experts wave their hands and say that this is something from a series of science fiction.”

As the parliamentarian explained, turning off Russia would hit not only individual organizations and companies, but also the US Internet. And then “it will be clear to everyone that the Internet … is a weapon that can be used.”

Matveychev suggested, “imagine the 7 billion people who use the internet are shocked and America becomes enemy number one.” And then “everyone will understand that everyone … can be turned off.”

The deputy also said that this cannot happen all at once, and hypothetically, it will take time to disconnect the Russian Federation from the global Internet. He explained that “there are domain delegation processes” and “the system needs to be rebuilt somehow,” but “of course, there is no “some kind of“ red button ”that could be turned off the Runet.”

At the same time, the international organization that distributes the domain names .ru, .org and others, bound by “certain norms of international law and all sorts of commercial agreements,” as the deputy noted, “to disconnect Russia from the global network … everything will have to be broken.” It will be impossible to “provide traffic that … serves other parts of the global network” because “there are many fiber optic backbones running through Russia, we have many servers through which international transactions are carried out.”

And all this, according to Matveychev, “will be covered.”

Earlier, the head of the Center for Monitoring and Control of the Public Communications Network, Sergey Khutortsev, said that when disconnected from the global network, Runet will be able to work autonomously.
