According to information provided by the press service of the Federal Bailiff Service (FSSP) of Russia, debtors in enforcement proceedings are not subject to the requirement to surrender foreign passports during a temporary ban on travel outside the Russian Federation.
This is explained in connection with the entry into force of changes to the law on the procedure for leaving the Russian Federation, which include the obligation for certain citizens to surrender their passports within five days while limiting the ability to travel abroad.
Citizens with Russian citizenship have the right to leave the territory of the state, but this opportunity is not available to everyone. Thus, persons accused and suspected of criminal offenses, debtors, bankrupts and people with access to state secrets or military secrets will not be able to leave the country. In addition, FSB employees and citizens who were called up for compulsory military service, as well as those who were mobilized, will not be able to leave Russia. In addition, according to the innovations that have come into force, service or diplomatic passports are invalidated if its owner has changed his last name and first name or information about where and when he was born.
