Because we do not know how to learn from our own mistakes, learn lessons, slide on the top, demonstrating bureaucratic reactions – such as “express condolences, provide psychological assistance, strengthen security measures”, etc. etc. Security measures mean the improvement of the access system. But at the time of the tragedy there were already two security guards at the Izhevsk school, one of whom managed to press the panic button. Both were shot.

Another expected bureaucratic reaction is the strengthening of inspections. That, in fact, is the whole holey fan with which we are going to brush off the terrorist hurricane.

More than once or twice, with pessimistic persistence, one has to explain that it is not the gun that shoots, but the head. And that, according to the Union of Pediatricians, today we have only 12% of absolutely healthy children. And in the first place in terms of morbidity is psychoneurology. That is why we are leading in school bullying and one of the first places in Europe in teenage suicide.

Similar excesses occur both in America and in European countries. Suffice it to recall the Norwegian ultra-right terrorist, the neo-Nazi Breivik. Hence the “soothing” explanations about the pernicious influence of the West and about the Nazi trace of the crime committed. Moreover, the T-shirt of the man who attacked schoolchildren in Izhevsk has a swastika on it.

But let’s not lull ourselves into comfortable interpretations. Moreover, while undressing the West, we do not dress ourselves.

All of our defendants who have committed such heinous crimes have serious mental illnesses: a brain tumor, schizophrenia, etc. All of their former classmates are characterized as quiet, withdrawn teenagers. But, as you know, there are devils in still waters. And the demons of psychiatry plunge into the sleep of the mind, which gives birth to monsters.

All the defendants known to us were on psychiatric records. And how many still undiagnosed teenagers with serious mental illnesses… Indeed, in order to make a diagnosis, it is necessary to contact the specialists of the child’s parents. But parents have their own reasons not to do this: psychiatric registration may in the future prevent admission to a prestigious university, and then to a good job – in other words, break a young person’s career. So crowds of undiagnosed potential monsters roam the country.

But even if the child is on a psychiatric register, this is of little use. He needs daily effective medical, psychological and pedagogical assistance. Meanwhile, in the country over the past decade, the service for escorting such children has been destroyed. Physicians, speech pathologists, psychiatrists, teachers and psychologists were assigned to different departments. Visiting doctors and nurses often work in kindergartens and schools. They do not have the necessary qualifications to cope with this new challenge of the times. Today, under the pressure of circumstances, such services are beginning to be restored. They were destroyed instantly, and it will take at least five years to recreate them! But to break is not to build…

The existing medical-psychological-pedagogical commissions can only make recommendations to schools. They recommend only one thing: to work with such students on adaptive programs. But here the worst begins – exactly what the Napoleonic minister Joseph Fouche aphoristically defined as follows: “This is worse than a crime, this is a mistake.”

Adaptive programs do exist. There are twenty-six of them, taking into account various diseases of students. For example: for children with disabilities (disabled health), for disabled children, for children with severe mental retardation, etc.

But, firstly, most schools are not ready to work on these programs, since teachers have not undergone special training. Such training needs to be organized without delay (again in a hurry). And secondly (this is the height of incompetence), the legislators proposed a single adaptive program for all categories of problem children.

Truly, not A.S. Pushkin, but M.E. Saltykov-Shchedrin is our everything:

Where does this desire of the legislators to build everyone in columns of four and lead to happiness? But where. The law on unified educational programs was adopted and signed. But there this uniformity is dictated by the desire to unite the country under the banner of a single ideology. And what is here?

Among children with disabilities there are children with completely intact intelligence. Not only that, these children successfully participate in international olympiads, winning prizes there, they successfully pass the Unified State Examination and enter the leading universities of the country: Moscow State University, Baumanka, Phystech and Higher School of Economics. It does not matter that such a child is in a wheelchair. Any healthy peer can envy his intelligence. So, will you order him and a child with severe mental retardation to learn according to the same program? ..

I deeply respect my colleague at the Academy of Education, Deputy of the State Duma of the Russian Federation Oleg Nikolaevich Smolin, Deputy Chairman of the Duma Commission on Education, with whom I have been defending the interests of students with disabilities for many years, bowing to his intellect and all-round development. So, Oleg Nikolaevich studied at a boarding school for the blind. But that boarding school was comparable to the coolest lyceum, because it gave its graduate the deepest knowledge, instilled a taste for poetry and music (the academician and doctor of science plays the piano perfectly).

And such students are supposed to be put on a single adaptive educational program?! As folk wisdom says, make someone pray to God, he will hurt his forehead. After what has been said, is it any wonder that shells endlessly fall into the same funnel …

So, it is necessary to restore the service of accompanying children in schools, to organize everywhere, and not only in Moscow, advanced training for teachers to work on adaptive programs. Abandon the crazy idea of ​​establishing a single adaptive program for all categories of problem students.

Some progress in this direction has already been made. The Institute of Correctional Pedagogy was entrusted with the development of federal adapted programs taking into account different categories of children. And thanks for that. But, alas, there will no longer be 26 of them. Specialists were asked to enlarge them as much as possible.

What for? Why? God only knows why we pass laws in a fever and then immediately amend them.
