Activist Ivan Zhizhnevsky was detained for five hours to draw up a report on an administrative offense under Article 20.2 Part 2 of the Code of Administrative Offenses of the Russian Federation (Violation of the established procedure for organizing or holding a meeting, rally, demonstration, procession or picketing) and was taken to the Leninsky Court of Kirov. His defender Vadim Ananyin told Kommersant about this.
The activist was accused of holding a picket in support of political prisoners on November 18 at the Chaliapin monument in the park on Theater Square in Kirov, together with his wife Anastasia, without filing a notification about the public event in the prescribed manner, thereby violating the requirements of Part 1 of Art. 7 Federal Law-54 “On Meetings”. Young people held posters with the inscriptions: “They heal the wounds of My people, frivolously saying: “peace! peace!”, but there is no peace (Ir. 6:14, Bible)” and “The court gave artist Sasha Skochilenko 7 years for replacing price tags in a store on anti-war inscriptions. For killing a person in Russia you can get a shorter sentence. Freedom for political prisoners.”
According to Vadim Ananyin, the Leninsky District Court refused to allow the police to urgently consider the case and returned the case to correct the mistakes; the activist was released. He said that Ivan Zhizhnevsky notified the Kirov city administration on November 13 about holding a picket on November 18. However, city authorities refused to approve the public event. The activist filed a lawsuit against the authorities, in which he asked to declare the mayor’s response illegal; oblige the official to immediately eliminate violations and not interfere with the picket; collect state duty from the mayor’s office; recognize the necessity of publishing the court decision. But the Pervomaisky Court of Kirov decided to reject the claim. “An appeal will soon be sent to the Kirov Regional Court, which, I hope, will side with the law and Article 31 of the Constitution of the Russian Federation,” noted the activist’s representative.
