A bill on punishing volunteers for crimes in the service was introduced to the State Duma

A package of bills has been submitted to the State Duma, one of which it is proposed to establish criminal liability for offenses committed by volunteers while performing combat missions. To others The bill proposes to determine the jurisdiction of criminal cases related to volunteers – to assign them to military courts.
The explanatory note to the first of the projects states that volunteer formations, along with military personnel of the Russian army, participate in hostilities and are provided with the necessary weapons and military equipment. However, criminal liability for offenses during the performance of tasks is not provided for citizens serving in volunteer formations.
It is proposed to establish criminal liability for volunteers for refusal to carry out combat missions, unauthorized abandonment of places where they were carried out, loss or intentional damage to weapons, as well as voluntary surrender. It is proposed to bring volunteers to criminal liability for crimes committed during mobilization or martial law, in wartime or in conditions of armed conflict or combat operations.
The authors of the projects were a group of deputies from United Russia: Andrey Kartapolov, Andrey Krasov, Dmitry Sablin, Yuri Shvytkin.
On June 13, President Vladimir Putin reported that 150 thousand people had been hired under contract since January (together with volunteers – 156 thousand people). On September 3, Deputy Chairman of the Security Council Dmitry Medvedev said that the total number of contract soldiers and volunteers: 280 thousand people. November 9 he told, that about 410 thousand people were accepted into contract service in the army in 2023. He did not name the number of participants in volunteer formations.
