The Legislative Assembly of St. Petersburg submitted to the State Duma bill, which proposes to extend the opportunity to receive a monthly benefit in connection with the birth and upbringing of a child until the minor reaches 18 years of age. Currently, people who need social support, have children under 17 years of age, and pregnant women can count on receiving this benefit.
In the explanatory (.pdf) the note to the bill notes that in accordance with paragraph 1 of Art. 54 of the Family Code of the Russian Federation, a child is a person under 18 years of age. In addition, the document emphasizes that children from 17 to 18 years of age study in educational institutions and do not work, therefore they remain dependent on their parents.
Thus, now a person who is still a child and under the care of his parents is unfairly deprived of part of the financial support guaranteed by the state, the letter says.
From January 1, 2023, the unified child benefit combined the old social benefits for children – a monthly maternity benefit, a monthly benefit for the first child up to the age of 3 years, a monthly benefit for a child from 3 to 17 years old and a monthly benefit for a child from 8 to 17 years old. years. The size of the single benefit is calculated according to the level of the subsistence level in a particular region of the country, the income of the family applying for payment, and its property.
