5 organizations of the Ministry of Health will be able to approve operations for anomalies of gender formation

The Russian Ministry of Health has developed draft resolution government on the list of medical organizations whose medical commissions will be able to issue permits for operations for anomalies of sex formation in children. The document also approves the procedure for issuing decisions of medical commissions.
The list includes five organizations subordinate to the Ministry of Health: National Medical Research Center for Endocrinology, Russian National Research Medical University named after N. I. Pirogov, National Medical Research Center for Obstetrics, Gynecology and Perinatology named after Academician V. I. Kulakov, National Medical Research Center for Children’s Health and St. Petersburg State Pediatric Medical University.
Medical commissions of these organizations will issue permits on “the admissibility of medical interventions related to the treatment of congenital anomalies (developmental defects), genetic and endocrine diseases associated with impaired formation of the genital organs in children.” They will also issue medical reports “on the conformity of sexual characteristics with those of a particular gender.”
It is proposed that the resolution will come into force on March 1, 2024. This period “is determined by the need to inform medical organizations of the Russian Federation of all forms of ownership” about the document, the explanatory note says.
President Vladimir Putin in summer signed the law on the ban on gender reassignment in Russia. The operation is allowed only if there are medical indications. The law also states that if one of the spouses changes gender, the marriage will be annulled.
