Russian Foreign Ministry representative Maria Zakharova commented on the proposal (.pdf) The European Parliament to introduce “passports of democracy”, which are planned to be issued to Russian representatives of the democratic opposition and civil society activists in exile. Ms. Zakharova compared the “passports of democracy” with the document that Nazi Germany issued to individuals who actively collaborated with its authorities (Volkslists). She recalled that the signing of Volkslists in the USSR was qualified as treason.
“The European Parliament proposed introducing “passports for good Russians.” …That is, to all those who fled from Russia, Brussels will issue their documents as “little helpers of democracy” … I think our legislators will be right if they begin to work out a possible reaction if the European Parliament approves such decisions,” wrote a representative of the Ministry of Foreign Affairs V Telegram.
The Volkslist was a special document issued by the authorities of Nazi Germany to ethnic Germans who had undergone the naturalization process, and played both the role of a passport and a certificate of “purity of origin.”
The leader of the party “A Just Russia – For Truth” Sergei Mironov proposed depriving Russian citizenship for obtaining a “passport of democracy,” reports press service SRHR.
After the outbreak of hostilities in Ukraine in 2022, information appeared in the media that Russian political emigrants were developing a document that was called on social networks “the passport of a good Russian.” According to the plan, it was supposed to make life in Europe easier for Russians who oppose the Russian authorities and the military operation in Ukraine.
