Chairman of the Council of Ministers on the partial mobilization of researchers: “There is a risk of losing scientific schools”

A request for the reservation of scientific personnel performing a state task, in case of receiving a mobilization order, was sent to the President of the Russian Academy of Sciences and the Minister of Science and Higher Education by young scientists. The correspondent of “MK” got acquainted with the letter of the Council of Young Scientists, signed by its chairman Andrey Kotelnikov.

“The training of scientific personnel, the conduct of scientific research and the implementation of their results in high-tech production is a long-term continuous process,” Kotelnikov recalls in a letter. “In the context of an acute shortage of researchers in a number of areas, military mobilization can cause serious damage to scientific organizations ..”.

The Chairman of the Council of Young Scientists notes that without a significant part of the scientists, the country may lose entire scientific schools and directions, as a result of which ensuring its technological sovereignty may be a big question.

In this regard, the SMU asks its leadership, firstly, to clarify the legal status of employees of institutions subject to military conscription, secondly, to determine the procedure for the institutions to reserve their personnel performing state tasks, and thirdly, to introduce a mechanism for booking scientific staff from the military conscription (with the compilation of the relevant register of persons).

According to young scientists, a reservation from the military draft is necessary for employees with academic degrees and full-time postgraduate students.

And here is the opinion of the Deputy Chairman of the Trade Union of Workers of the Russian Academy of Sciences, Vice President of the World Federation of Scientists, Chief Researcher of the Institute of Applied Physics of the Russian Academy of Sciences Vyacheslav Vdovin:

– The situation with mobilization has two aspects that concern the community.

The first question concerns the excessive zeal of officials of the military registration and enlistment offices, who send summonses to those who are obviously not subject to mobilization. We have already discussed this situation with our regional organizations and we know how to defend the rights of our employees. Respect to SMU, which takes care of young employees, but now there is a question about protecting the rights of the older generation of scientists.

The second question is related to the understanding of the role of a scientist for the state. We all remember the phrase of Napoleon, uttered by him in the Egyptian campaign: “Donkeys and scientists in the middle, the army – in a square.” Starting from the time of Napoleon and ending with the Great Patriotic War, the leadership understood that a scientist is more valuable in his workplace than on the battlefield.

We believe that the mobilization lists are too extended, we would like, as a maximum, that all employees of the academic sector of science receive a reservation. The brain of the nation must be protected.

In addition, about a hundred Russian institutions have the status of organizations that are part of the country’s military-industrial complex. We believe that their employees should definitely work at their workplaces now.

Seven academic institutions were recently included in the updated sanctions list of the US Department of the Treasury. It included NGO them. Lavochkin, ISS them. Reshetnev, Institute of Applied Physics, Russian Academy of Sciences, Lebedev Physical Institute, St. Petersburg Phystech… This is a message from the enemy that these institutions pose a serious danger to the United States. And we need to be clear about this.

As for those who are supposed to serve according to the law, we are not going to protect them, they must undergo mobilization.
