The Prosecutor General’s Office and Roskomnadzor are asked to check the singer Philip Kirkorov for violations of the law on the ban on LGBT propaganda. At one of the recent concerts in St. Petersburg, the lawyer Maxim Surov reported to these authorities, the performer threw his leg over the corps de ballet dancer and hugged him. Mr. Surov, in a conversation with Kommersant, called 14 days of administrative arrest an adequate punishment for such inappropriate public actions. However, representatives of Philip Kirkorov are sure that there will be no case.
The attention of the Moscow lawyer Maxim Surov was attracted by the performance of the singer Philip Kirkorov on April 17 in the St. Petersburg Big Concert Hall “Oktyabrsky”. As Mr. Surov told Kommersant, he himself was not present at the concert, but he saw the footage of the performance on the network. In particular, we are talking about the episode when, during the performance of one of the songs, the singer threw his leg over the dancer and hugged him. After that, Maxim Surov applied to the Prosecutor General’s Office and Roskomnadzor with a statement to check the actions of Mr. Kirkorov under Art. 6.21 of the Code of Administrative Offenses (propaganda of non-traditional sexual relations among minors). This norm recall, prohibits the dissemination of material that “promotes non-traditional sexual relations or preferences” in advertisements, books, films, and the media. It is more commonly referred to as the “LGBT propaganda ban” law.
“He is the idol of many,” Mr. Surov substantiated his position in a conversation with Kommersant. “And the kids look at him, and adults. I don’t think there (at a concert.— “b”) were all adults. There were also families who came with their children to the concert. There is no age limit in Russian legislation (according to these offenses.— “b”)”.
The most adequate punishment for the artist in the event of a violation would be an administrative arrest for 14 days, the author of the complaint believes.
The interlocutor of Kommersant, who advocates tightening legislation in this area, noted: no matter how large the amount of the fine is, for Philip Kirkorov this will not play a role.
Maxim Surov explained that his profile is administrative and civil cases. The website of Mr. Surov contains information that he is an invited expert on legal issues in the programs of Channel One, NTV, TVC, Moscow 24 and Nashe Podmoskovye radio.
Ekaterina Uspenskaya, manager of Philip Kirkorov, in response to a request from Kommersant to comment on the claims, said that such attacks on the musician are commonplace, the team of the pop king of the Russian stage “literally lives by them.”
“As it became known, a certain lawyer wrote a statement to the prosecutor’s office that he saw in one of Philip Kirkorov’s numbers a throwing of his leg, which he did not like,” said “RIA News” the singer’s lawyer Alexander Dobrovinsky.— The author saw signs of homosexuality in the casting. I am almost sure that law enforcement agencies will refuse a young man who sees LGBT communities everywhere, which he himself voluntarily or involuntarily promotes with his publicity.”
Lawyer Sergei Zhorin, who also specializes in high-profile court cases against popular media people, including rapper Morgenstern (recognized as a foreign agent in the Russian Federation), YouTube blogger Edward Beal, as well as singers Olga Buzova and Lolita Milyavskaya, in a conversation with Kommersant, expressed the opinion that Philip Kirkorov himself is “walking LGBT propaganda”, however, “the prospects for bringing him to justice today are zero.”
As for the verification, Sergei Zhorin pointed out, such a procedure often takes place even without calling and questioning the person in respect of whom the appeal was received. Quite often, he noted, such checks are of a formal nature.
“It is unlikely that the Prosecutor General’s Office will see some kind of LGBT propaganda in Kirkorov’s speech,” agreed Pavel Yasman, who collaborated as a defender with rappers Oksimiron (Miron Fedorov, recognized in the Russian Federation as a foreign agent) and Slava CPSU (Vyacheslav Mashnov, also known as Purulent and Valentin Uncle).
As previously told “Kommersant”, in June 2022, Philip Kirkorov already got into a scandal related to the promotion of non-traditional relationships. Then the activists demanded that a case be opened against him because he appeared at the MUZ-TV Prize in the company of half-naked men and blogger David Manukyan. Angry citizens interpreted the stunt as a gay wedding game.
