Targeters and payers found a way to “hack the system”
The Ministry of Education and Science named the most popular universities based on the results of the admission campaign. According to the department, these are the Russian Technological University (MIREA), the National Research University of the Moscow Power Engineering Institute and the Moscow Polytechnic University … But bad luck: for some reason, additional enrollment was announced in some “higher education institutions in demand”. Mainly in engineering.
For example, the champion in terms of the number of applications submitted by applicants (MIREA, 84186 according to the Ministry of Education and Science), an additional set goes in several top areas at once: applied mathematics and computer science, applied computer science, biotechnology, communication systems, statistics. And this is not counting engineering: instrument making, mechanical engineering, materials science, etc. True, there are only 1-2 vacancies for each direction (in total, MK counted 18 of them). It is interesting that at the same time all the paid places are already taken.
A slightly different picture for the second leader in terms of the number of applications submitted from the enrollment for the full-time budget (74142 applications, data from the Ministry of Education and Science) is NRU MPEI. There are not so many specialties with additional recruitment, but there is more surplus of places. Thermal power engineering and heat engineering – 121 places are not occupied (and 48 paid ones). Electric power industry – 11 budget and 30 paid places are free. Power engineering – budgetary 3, paid 18.
Among the Moscow universities with additional enrollments are such well-known universities as StankIn – purely engineering “places” remained unoccupied here: design, design, instrument making, etc. – in total, about 100 budget places are vacant. Or the Moscow State Automobile and Road Engineering University (former MADI) – 20 places. I was surprised by the additional admission to the Moscow State Psychological and Pedagogical University for the leading specialties of psychology, sociology and pedagogical education – a small one, however. And GITIS, which is recruiting 5 people for scenery and scenography each, and 7 more places for producing …
In St. Petersburg, too, there is a shortage, and basically also in engineers. In the famous St. Petersburg Polytechnic University, they did not post information about the number of vacancies, but the areas are: chemical technology, mechanical engineering, technological machines and equipment, etc. Even in medical shortages: in the North-Western State Medical University. Mechnikov vacant 20 seats. St. Petersburg Medical University – 4 places. In regional medical universities, there are unoccupied budget places even for general medicine, pediatrics and dentistry – but only in the paid department.
Against this background, there are cities where there are almost no shortages or they are insignificant: this happens in forestry, sports or agricultural universities of not the first magnitude, in Yekaterinburg, Novosibirsk, Krasnodar, Kaliningrad. But even larger additional intakes than in the capitals happened this year at the universities of Izhevsk, Murmansk and Severodvinsk, Yoshkar-Ola.
“Where one or two places are not occupied in some areas, this is a refusal to enroll after the publication of orders,” comments Olga Maeva, an expert in the field of education. – And in mead too, it was the target soldiers who refused. Where there were not many places for engineering, this, of course, was a miscalculation in the distribution of the budget. You see, on the one hand, the system for enrolling and calculating your chance to get into a budget place by points is so complicated that it resembles applied mathematics with elements of divination on coffee grounds. And people are reinsured. They put the originals in the university in a smaller caliber where they would like. For example, they want to go to Baumanka, but they put the original in MIREA. Or they want to go to the Higher School of Economics, but go to the Financial Academy. This can explain the massive number of applications to such second-tier universities. Or they pass through the target set, and then they also participate in the general competition. There is also a category of tricksters who are credited to the target set or to the paid one – and calmly wait for additional sets. They know that an applicant has the right to “go into denial” after being enrolled in the order of the university. And now, with the development of “superservice” on the state portal, you don’t even have to drag yourself to the university with an application for deduction and look into the eyes of the admissions committee. All you have to do is click on the cancel button. In general, when there is a system, there will always be someone who will hack it.
