Perhaps one of us has lost his mind, but I have a hard time accepting both the behavior of the government and its discussion in the chambers of the Federal Assembly. Secrecy is not needed here, because you can’t hide bungling. And it’s easier to pick up discrediting reasons from what other journalists have written.

I need to understand what is happening on the basis of a long-established understanding of the simple truth that our discussion is a dual-use technology. If it is broadcast formally, it turns out to be complete nonsense and a desire to seek the truth abroad. However, an attempt to understand the essence of what is happening abroad and here, in which I participated in a past life, regardless of the area of ​​​​main activity, Russia in any such activity turns out to be the most progressive country in the world, often uniquely the only one in the world capable of doing this.

Democratic procedures are expensive. It is difficult for me to estimate the costs of preparing and holding a plenary meeting of the Federation Council. Either way, the costs seem inefficient. For example, at the 532nd plenary session, the senators adopted 27 laws and a dozen resolutions, heard the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Myalikgulyevich Berdimuhamedov, and the General Director of the autonomous non-profit organization “Russia – a country of opportunities” Alexei Gennadievich Komissarov. Following the deputies, the senators adopted the appeal of the chambers of the Federal Assembly of the Russian Federation “To the parliaments of the countries of the world on the need to strengthen the regime of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction” (BTWC). The annex to the decree contains a recommendation: “There is an urgent need to create an effective capacity within the BTWC to analyze the completeness and sufficiency of confidence-building measures, taking into account advances in science and technology.”

Whereas a parade of unanimity took place in the Duma, the issue was not discussed at all in the Federation Council. It was clear that it was impossible to create an arsenal of biological weapons, aggressive pathogens are much less viable compared to a symbiotic metagenome. It looks like the US has managed to turn the tide. The discussions in the Parliament with the participation of the Deputy Prime Ministers are interesting. Both Khusnullin and Manturov are absolutely sober-minded people and, of course, high professionals in their field. In fact, in the world such people are removed from office, but Russia is a unique country, and some of the real professionals hold the line and develop irrepressible activities.

For example, Marat Khusnullin is advancing the task of commissioning 120 million square meters of housing annually to improve the living conditions of five million families. Prior to that, in seven hundred cities of Russia ten years apartment buildings were not built at all. Khusnullin refuses to accept roads of regional importance to the federal level, which should be dealt with by the subjects of the Federation. For this they have regional road funds. Its task is to develop a backbone road network with transnational North-South and West-East corridors. The volume of unfinished facilities included in the federal targeted investment program has reached six trillion. Five trillion is needed to complete them. The entire FTIP is financed in the amount of nine hundred billion annually without an increase. The deputy chairman of the government named several objects that he cannot leave. These are, first of all, the Tretyakov Gallery and the Polytechnic Museum. Khusnullin warned that he would be able to accept new objects in FAIP only after three years. The leader of the unfinished building is the Ministry of Culture, followed by the Ministry of Health. Chairman of the Federation Council Valentina Matvienko was unpleasantly surprised and in a mentoring tone reminded Khusnullin that everyone should mind their own business and a single customer is needed. At the government hour, a lot of other things were said, certainly of special interest. And at the same time, the feeling of vigorous activity should not distract from the essence of the matter. The government wanders stubbornly in the labyrinths of the intricate global web that the US has been building since the destruction of the USSR and the Warsaw Pact, especially intensely and even extensively in response to Putin’s 2007 Munich speech. This, in my opinion, is wild, since 2022 freed Moscow from any obligations, except moral, to the population. And above all, to its own population, otherwise Russia will not be able to help anyone at all and will not fulfill its mission of saving the world.

Khusnullin hopes for the development of preferential mortgages. It seems to me that even with a preferential rate, mortgages remain the same impediment to development imposed from outside, like VAT, medical insurance, microfinance, funded pensions.

Based on the real cost, transnational corridors and the main flows of goods along the backbone road network should be reloaded onto the railway. The task of developing the BAM and the Trans-Siberian Railway is also worth it. But all costs and efforts are useless as long as pricing is based on external indicators, often manipulatively fraudulent. All-Russian construction has withstood the blow of a rise in the price of building materials, starting with metal. To do this, we had to rebuild technologies and negotiate with the Ministry of Finance.

But even before the shock rise in prices, the regions with the federal center were engaged in a game of financial tug-of-war to plug their own holes.

Good example. According to Khusnullin, the emergency housing resettlement program was most effective with co-financing from the federal and regional budgets 60:40. When they made 89:11 in favor of the regions, emergency housing became sharply more by four million meters. Translated from the government language into Russian, this means that the problem is being solved not of emergency housing, but of the stability of the branches of power. The struggle between them for resources has a simple alternative to increasing the inversion of resource flows from export to domestic use.

Wires are expensive. Matvienko warned that after the disaster it would be more expensive. Khusnullin himself knows. For example, the problem of water shortage in Crimea is associated with 50% of losses. If you remove the losses, there is enough water. As far as I know, the situation in the electric power industry is similar.

Chairman Matvienko believes that money should be given to those who know how to work. The “you-know-who” reform of the electric power industry has led to the fact that they took away income, and gave everything full of holes to the regions, and do not deny yourself anything. The regions can’t do it on their own. When there is a catastrophe, much more funds will be required. Or it is necessary to return all the funds withdrawn from the country and return them to the housing and communal services.

In my opinion, one of the most effective brakes is to ban Russia from non-market projects that do not become self-sustaining. The problem is being solved for the military-industrial complex, and here is one of the reasons for the secrecy of the topic. Minpromtorg Manturov is trying to negotiate non-market opportunities for his projects.

An example of how Russia solves problems imposed from outside is Alexei Komissarov, CEO of the autonomous non-profit organization “Russia – a Land of Opportunities”. He spoke at the 532nd meeting of the Federation Council in the “Expert Time” format. He told how he creates a personnel reserve to replenish the country’s administrative corps. Its graduates work as governors, ministers and their deputies, chief physicians and senators. The general director noticed those in the hall. His project has become attractive to foreigners from various countries with some Russian roots. The task is to provide opportunities for self-realization to a young man and girl from any city or village without regard to hereditary conditions and the situation of parents.

It’s great that Russia has such projects. To make a representative impression, one must not trust, but verify.
