What will change in the life of Russians in October

The OSAGO rules will change, the monetary allowance of the security forces and the military will increase, the list of social payments to the Mir card will expand – all this is just part of the changes that await the Russians from the beginning of October.

Driver’s license in electronic form

From October 1, Russians will be able to present their driver’s licenses electronically. This service will be launched through the application “Gosuslugi Avto”. At the same time, the presence of a paper certificate is still required. Electronic rights can be issued in the mobile application “Gosuslugi Avto”. The document will be converted into a QR code. Traffic police inspectors will be able to check it by reading the image. While the new system will work in test mode, so the presence of a real document is required.

OSAGO rules will change

From October 1, a number of changes to the OSAGO rules will come into force. Thus, the policyholder will be required to notify the insurance company in writing if the car changes ownership. However, now it will not be necessary to inform insurers about the change of license plate, since they must receive this data themselves from the relevant government agencies. In addition, the new version of the OSAGO rules does not oblige a participant in an accident to collect personal data of eyewitnesses (previously, their full names and addresses of registration had to be indicated in the notice). Another innovation concerns the obligation of the insurer to acquaint the victim in an accident with the results of the examination. The company must do this within five working days after receiving the results of the examination or inspecting the car.

The monetary allowance of security officials and the military will increase

From October 1, in Russia, the monetary allowance of military personnel and employees of law enforcement agencies will increase by 4%. In particular, this will affect employees of the Russian Guard, internal affairs bodies and the penitentiary system, the customs department, the fire service and bailiffs.

The ban on online transactions can be set independently

From October 1, new rules of the Central Bank of the Russian Federation will come into force, which will allow bank customers to independently establish a ban on online transactions. Now it will be possible to introduce a complete ban on all online transactions, as well as on individual services, such as transfers or loans. Also, customers will be able to limit the maximum transaction amount. To use the new service, you need to write an application to your bank, each of them determines the form of the document and the procedure for sending it independently. All these innovations should help in the fight against cyber fraud.

Minimum bid – in a conspicuous place

The Central Bank has developed new requirements for Russian credit institutions. The changes relate to deposit agreements. Now the rules state that the bank is obliged to indicate the minimum guaranteed rate on the first page of the document. Moreover, the font should be large, clear and readable. Previously, customers who wanted to deposit money in a bank at interest could become a victim of advertising. Credit institutions place in a conspicuous place the maximum, not the minimum rates. Because of this, a person can get confused about how much money he will receive in the end.

Complaining checks will be easier

From October 1, a decree of the government of the Russian Federation will come into force, according to which the procedure for appealing against inspections during the moratorium will be simplified for business representatives (by decision of the government, the moratorium on inspections is valid until the end of 2022). From October 1, business representatives will be able to sign a complaint about violation of the moratorium, which is sent through a special service on the public services portal, with a simple electronic signature.

The list of social payments to the Mir card will expand

From October 26, a decree of the government of the Russian Federation will come into force, according to which the list of social payments that will be transferred to the Mir card will be expanded. This decision concerns monthly material assistance and benefits to low-income citizens, as well as subsidies for housing and utility bills. In addition, annual payments to citizens who have been awarded the Honorary Donor badge will be transferred to Mir.
