The Human Rights House Foundation (HRHF) is an international organization headquartered in Oslo. It has an office in Geneva, representative offices in Brussels and Tbilisi. The HRHF has consultative status with the UN and participates in the Council of Europe. In addition, it includes more than 80 human rights organizations united in a network of “Human Rights Houses”. They operate in the UK, the Western Balkans, the Caucasus, Eastern Europe, including Ukraine.

The organization is led by a seven-person board chaired by Norwegian political scientist Bernt Hagtvet. “Together we stand for freedom of assembly, association and expression, as well as the right to be a human rights defender,” the organization’s website says.

In 2005, the HRHF appealed to Azerbaijani President Ilham Aliyev to condemn the dispersal of rally opposition in the center of Baku. In 2010, she criticized the country’s government for not ensuring freedom of speech in parliamentary elections. In 2010, the organization campaigned for the release of Nikol Pashinyan, editor-in-chief of the Armenian newspaper Haykakan Zhamanak, who had been sentenced to seven years on charges of organizing mass riots. In 2011, she signed an appeal to Georgian President Mikheil Saakashvili condemning the excessive use of force by the police against peaceful demonstrators.

In 2012, the HRHF signed a letter criticizing a bill that introduced the status of foreign agents in Russia for NGOs receiving funding from abroad.

In 2014, she participated in rallies in support of the territorial integrity of Ukraine in Geneva. In June 2018, she signed a statement to the UN about the threat to Internet freedom in Russia.

In March 2022, the Chernigov House of Human Rights established a civil society center in Lviv, which serves as a place of work and training for activists, human rights defenders and volunteers.

The Prosecutor General’s Office of the Russian Federation stated that the sponsors of the organization are the European Union and the foreign ministries of Great Britain, Norway, the Netherlands, Lithuania, Poland, the Czech Republic and Switzerland. In addition, the department said that since the beginning of the special military operation, the HRHF has been engaged in discrediting the foreign policy and armed forces of the Russian Federation. The activities of both the organization itself and those belonging to the network of “Human Rights Houses” were recognized as undesirable.
