The department sent data on the inclusion of NPOs in the register of undesirable organizations to the Ministry of Justice of the Russian Federation. Transparency International is a non-governmental organization founded in 1993 by one of the directors of the World Bank, Peter Eigen, in Berlin. According to its own data, it has offices in 114 countries. The organization declares the fight against corruption as its main goal: the NPO regularly publishes case studies, including the Corruption Perceptions Index (according to the results of 2022, Russia ranked 137th out of 180 countries in it) and the Global Corruption Barometer. The Russian office of the organization (autonomous NPO Transparency International – R) was established in 1999. In 2015, the Russian NPO was included by the Ministry of Justice in the register of foreign agents. At that time, the NGOs had centers in seven cities of the Russian Federation, including Moscow, St. Petersburg and Yekaterinburg.

The foreign leadership of Transparency International has not prevented senior Russian officials from meeting with NGO experts, including ex-President Dmitry Medvedev. So, in 2010, Transparency International employees turned to the Ministry of Justice with a request about whether an anti-corruption examination of the new law “On Police”, which was being discussed at that time, was carried out. In February 2011, the experts asked this question at a meeting with Dmitry Medvedev, who then expressed the hope that such an examination was carried out. On the website of the Russian branch of the NPO, one of the tasks of the organization is stated to be “the formation of an anti-corruption worldview and the legal consciousness of citizens.” Some of Transparency International’s anti-corruption investigations have resulted in subsequent litigation.
