The exam and the summer heat are two factors that meet annually and cause scandals. Every year there are reports from different parts of the country of someone being turned away from an exam because they were wearing a tank top (shorts, short skirt, top or other non-statutory clothing). Or at the entrance in the frame, the organizers rang – they asked to undress to underpants … It got to the point that the clothes at the Unified State Examination were discussed in the State Duma. A member of the Duma Committee on Education and an expert on “What? Where? When?” personally stood up for the shorts. Anatoly Wasserman.

Wasserman reasoned that in hot weather you can come to the exam in shorts. Yes, in anything, if only it was “convenient and comfortable to take exams.” They say that due to strict jackets and suits, the body temperature of children rises, they themselves overheat and pass the subject worse than they could. “But we must remember that one should dress in such a way that they look less at the person taking the exam than at his notebook,” the deputy warned.

The problem is that there are no notebooks for a long time, there are task forms for electronic reading. They can not be dirty or wrinkled, once again it is better not to touch. If the system does not count them, the result is cancelled. Therefore, in the vast majority of Russian schools, the windows in the classrooms do not open. There were precedents – due to a gust of wind, forms scattered around the classroom, rain flooded the papers … Even a bee, fly or bird that flew in through the window caused the cameras that control the exam to go off. There are still no air conditioners in schools.

It is anecdotal that the teachers themselves, checking up for hours together with schoolchildren in stuffy classrooms, continue to insist that they come to the exam “in a decent suit or in a school uniform.” In 2021, in the Oryol region, a girl in a short skirt and top was not allowed to take the exam, and last year in Perm, a schoolboy was turned around who put on a sweater for exams.

“Nowhere in the rules for conducting the exam is an acceptable form of clothing defined,” says lawyer Stanislav Popov. – It turns out that this requirement is an exclusively private initiative of the organizers, it is illegal, which in itself can be a basis for appealing against the actions of members of the inspection commission. Even if the student was allowed to take the exam, but his nerves were shaken, he allowed himself some remarks – this is already a basis for a complaint against the actions of the commission or the observer. The organizers like to refer to the rules of the school where the exam is held, I heard about this. But, firstly, the charter is the rules of the internal order, and not the norm of the law. Secondly, those who came to take the exam do not study at this school, and its rules do not apply to them.

However, often inspectors and organizers of the exam, without any T-shirts and shorts, allow themselves a lot. For example, schoolchildren from several regions complained to the head of the Safe Internet League, Ekaterina Mizulina, this year. In the village of Suvorovskaya, Krasnodar Territory, four girls were forced to strip down to their underwear to check what the metal detector had triggered. In another school, belts with metal buckles were taken away from boys for the duration of the exam.

But the vigilant employees of the examination point (PPE), which Mizulina has not yet named, have especially distinguished themselves. Here is a quote from the appeal of the children: “Men with “metal equipment” ran their hands over their thighs, across their chest, touched their private parts.” And this is not the first scandal of its kind. The story of a girl from Tatarstan who was forced to take off even her underwear for admission to the chemistry exam is memorable. The same story was in Nizhnekamsk, where the girls were forced to take off their underwear before passing through the metal detector.

– Yes, this is an annual problem – the so-called “negligence” of the organizers, – says Ekaterina Kravchenko, an expert on the Unified State Examination. – But in fact – the desire to “overdo it”, to be more orthodox than the orthodox. What can be advised here is to know your rights. No one has the right to prevent a student from taking an exam because of clothes. If this happens, you must immediately file a complaint addressed to the chairman of the commission. It is important here not to leave the PES, but to immediately write a complaint. The same must be done in case of rude or illegal treatment by the organizers. This is not an appeal to the points given, but a complaint about the procedure for conducting exams. The above is a sufficient reason for retaking on a reserve day at another point. Another right of schoolchildren, which is massively violated, is the observance of the drinking regime. The rules for conducting the exam clearly state that children have the right to bring a bottle of water with them.

Ekaterina Kravchenko advises graduates to come in clothes without metal elements and without jewelry, underwear should also not have metal parts. If it is not very important for a student to wear paraphernalia, crosses on a chain, it is better to leave them at home. Like coins in shoes “for good luck” – they most often “beep” in the “frames”.
