The authorities of the Krasnodar region reported “Kommersant-Kuban”, that they are not aware of plans to install a monument to the deceased leadership of a private military company, Yevgeny Prigozhin and Dmitry Utkin, near the chapel of the Wagner PMC on the territory of Goryachy Klyuch. The resort mayor’s office also said that no one had approached the city administration with such a request. Previously, a photo of the sculptural group, which depicts Prigozhin and Utkin in full height, as well as their personal tokens with the signatures “First” and “Ninth” engraved, appeared on the Wasgner Group Telegram channel.

The private chapel of the Wagner PMC is located on the urban lands of Goryachiy Klyuch, near the M-4 Don federal highway. According to the public cadastral map of Rosreestr, the 1.6-hectare plot is intended for “religious use.” The chapel building is made in high-tech style. According to Rosreestr, the object is non-residential and is named as “Pilgrimage Center. Reconstruction of the chapel.”

Previously, the media, whose representatives Yevgeny Prigozhin’s company allowed into the territory of the chapel, published photographs that show that a number of sculptural compositions have already been installed there in memory of PMC soldiers. The copyright holder of the site and the center is the Interregional public organization “League for the Protection of the Interests of Veterans of Local Wars and Military Conflicts.”

The administration of Goryachy Klyuch told Kommersant-Kuban that in order to install a monument on the territory of the city, a positive conclusion from the toponymic commission, public discussions, and inclusion of the established object in the register of monuments are necessary. “It is obvious that the owners of the chapel are taking a different path. You can simply put a sculpture on your site. No permits or approvals are required for the installation of small architectural forms,” explained the press service of the mayor’s office.

The head of the information and publishing department of the Ekaterinodar diocese, Deacon Mikhail Stepankov, says that the installation of monuments on the territory of churches and chapels is not a very common practice, but is not prohibited by church canons. However, the diocese does not consider the object in Goryachy Klyuch as a chapel or a temple.

“The construction of a chapel requires the blessing of a bishop. In general, it is prohibited to build churches and chapels without the permission of the ruling bishop. This canonical decree is more than a thousand years old. In addition to the blessing, it is also necessary to perform the rite of laying the stone (in simple terms, consecrating the beginning of construction and pouring the foundation), the domes and crosses on them, bells are illuminated with a special rite, and the prayer room itself is separately illuminated. Each of these rites is also performed with the blessing of the ruler. Therefore, in the Orthodox understanding, this object is not a chapel, but rather their funeral hall. The Ekaterinodar diocese has nothing to do with it, and our priests do not perform services there. It’s private land, a private funeral hall, so the owners have the right to erect any memorial monuments there,” the deacon explained.

Krasnodar lawyer Alexander Yakimovich does not see any legal obstacles to installing the sculpture on the territory of the “Wagner Chapel.” According to the lawyer, the owner has the right to erect any such object on his property, the main thing is that it meets safety requirements and does not offend the beliefs and dignity of other citizens.

“As for the activities of the center itself, the owners have the right to consider their activities religious and carry out any events there, regardless of whether any church recognizes them as religious. For example, the Russian Orthodox Church, from a legal point of view, is only one of many other religious organizations, and their activities are separate from the state. Moreover, the law does not even require registration of such activities as religious. The main thing is that it is carried out within the framework of the law and does not contain signs of extremism.” – Mr. Yakimovich summarizes.
