The situation in Nagorno-Karabakh is an internal matter of Azerbaijan, since Armenia has recognized its territorial integrity. This was stated by State Duma Speaker Vyacheslav Volodin.
“In October 2022, a summit was held in Prague under the auspices of the European Union, at which Armenia and Azerbaijan reaffirmed their commitment to the UN Charter and the Alma-Ata Declaration of the CIS of 1991. This means that both sides recognized each other’s territorial integrity and sovereignty within the borders of the former Soviet republics” – wrote speaker on Telegram.
He emphasized that in this way Yerevan agreed that Karabakh is a territory controlled by Baku. This was then reconfirmed in Brussels in May 2023, he continues.
“Where the territories of the two countries were marked to the nearest square kilometer. Based on these decisions, from a legal point of view, today Baku operates on its own territory. The situation in Nagorno-Karabakh is an internal matter of Azerbaijan,” Volodin noted.
Volodin added that it is now important that the rights and security of the population of Karabakh are ensured. “Russian peacekeepers are doing everything necessary to provide medical and humanitarian assistance to the population of Nagorno-Karabakh,” the speaker concluded.
On September 19, Azerbaijan announced the start of “anti-terrorism measures” in Nagorno-Karabakh to “restorate the constitutional order.” Already on September 20, the unrecognized NKR announced a complete ceasefire and disarmament of troops through the mediation of Russian peacekeepers. This was later confirmed by the Russian Ministry of Defense.
Armenian Prime Minister Nikol Pashinyan said that the intensity of military operations in Nagorno-Karabakh has decreased since the ceasefire. Russian President Vladimir Putin notedthat Russian peacekeepers are doing everything to protect the civilian population of Karabakh, and Moscow is in close contact with the authorities in Yerevan, Stepanakert and Baku.
