State Duma Speaker Vyacheslav Volodin gave clarifications on the issue of Russians leaving the country during partial mobilization. He noted that according to the law on mobilization, citizens registered with the military are prohibited from leaving their place of residence. At the same time, the Ministry of Defense previously reported on the absence of restrictions on the movement of citizens.

“I draw your attention, according to the 31-FZ “On mobilization training and mobilization in the Russian Federation”, citizens registered with the military, from the moment the mobilization is announced, are prohibited from leaving their place of residence without the permission of the military commissariats (Article 21). There is such a norm of the law, and all those liable for military service should be guided by it, ”wrote Mr. Volodin in Telegram.

At the beginning of the week, the RF Ministry of Defense announced that under the conditions of partial mobilization, there are no restrictions on the movement of citizens. The agency did not specify whether it was about movements within the country or about leaving the state.

President Vladimir Putin announced partial mobilization in Russia on 21 September. After that, some regions introduced a ban on the departure of persons in the military reserve. The day before, September 28, the Sverdlovsk military commissar stripped off such a ban.
