State Duma Speaker Vyacheslav Volodin wondered about the correctness of the decision to deprive two State Duma deputies of their powers – Vasily Vlasov (LDPR) and Vadim Belousov (A Just Russia – For Truth) for absenteeism. Poll about it launched in your Telegram channel.

“Do you think it is right to deprive a deputy of his mandate if he does not attend plenary sessions, does not work in the committee/commission and in his constituency?” – Volodin asked his subscribers.

Answer options include “Yes,” “No,” and “Don’t care.” As of 08:30 Moscow time, more than 18,300 users took part in the survey (in total, more than 1.1 million people subscribed to Volodin). 92% of respondents supported the decision to deprive deputies of their mandates, 4% each voted for the “No” and “Whatever” options.

The State Duma stripped Belousov and Vlasov of their powers on November 1. The consideration of the issues took place closed to journalists. The reason for the deprivation of mandates was the systematic absenteeism of deputies.

One of the deputies from the plenary session told Vedomosti reports that Belousov has never been to the State Duma in almost two years. Head of the Commission on Regulations Viktor Pinsky previously reportedthat Vlasov, who is a member of this commission, missed more than 60% of the commission’s meetings without good reason, and during the 8th convocation he was twice absent from its meetings for more than 40 days in a row.

According to Art. 4 of the law on the status of senators and deputy of the State Duma, the powers of a deputy can be terminated early by a decision of the lower chamber on the initiative of the faction in which he is a member, or on the initiative of a committee of which he is a member, in the event of failure to fulfill his duties for 30 or more calendar days. Among these responsibilities are communication with voters, consideration of their appeals, participation in meetings of the State Duma, committees, commissions of which he is a member.
