“With the opening of the electric scooter rental season, the State Duma began to receive numerous complaints about reckless drivers. Violators of traffic rules significantly exceed the speed limit, scaring pedestrians, drive in twos, and sometimes drunk,” he wrote.

“As a result, in Moscow and other cities of our country, an increase in accidents involving electric scooters has more than doubled, including fatalities,” added Mr. Volodin. He recalled that since March 1, 2023, traffic rules for electric scooters have been in force in the country, but there is no responsibility for their violation, just as there is no responsibility for operators of this type of transport.
