At the first plenary meeting of the State Duma in the spring session, accidents on heating networks that occurred in the regions in early January were discussed. Speaker Vyacheslav Volodin said that one of the ways to solve the problem is to transfer heating networks into state ownership. To control the situation in housing and communal services, he proposed creating a working group.

“The networks will continue to break, and the boilers will continue to fail, because many owners not only do not invest in their modernization, but also feel comfortable abroad, being in warm countries. Mr. Volodin proposed appointing his deputy, Alexei Gordeev, as the head of the working group. He heads the council of the United Russia project “Clean Country”, Doctor of Economic Sciences, member of the Russian Academy of Agricultural Sciences, academician of the Russian Academy of Sciences. The group will include heads of relevant committees. According to Mr. Volodin, they will make proposals to “restore order” to the housing and communal services.

“We will consider all approaches, you say correctly, these issues need to be resolved somewhere, including through the return of heating networks and generation to state ownership,” said Mr. Volodin (quoted by RIA Novosti).

During a discussion of housing and communal services problems, the leader of New People, Alexey Nechaev, proposed holding large parliamentary hearings. Vyacheslav Volodin supported this proposal. He also asked Mr. Nechaev to prepare a report for the hearings, and asked the head of the State Duma Control Committee Oleg Morozov to “assess the effectiveness of the law, including on concessions,” TASS reports.

On January 4, residents of 173 apartment buildings in Podolsk were left without heat. Also, interruptions in the heat supply were recorded in other cities Moscow region, as well as in Lipetsk, Nakhodka, Engels in Vladivostok. Situation with heat outage in the Podolsk Klimovsk microdistrict took under the personal control of President Vladimir Putin.
