Vladimir Putin approved the comprehensive child safety strategy – Kommersant

Russian President Vladimir Putin signed a decree approving a strategy for the comprehensive safety of children in the country. According to decree head of state, the document will be valid until 2030. The Decree comes into force from the date of publication – May 17, 2023.

As stated in the strategy, in modern conditions the greatest danger to Russian children is: a decrease in the level of well-being, a high level of injuries, the involvement of minors in criminal activities, the dissemination of dangerous information via the Internet, as well as a change in ideas about traditional spiritual and family values.

The document notes that “the imposition of a revision of the basic norms of morality and information manipulation stimulate antisocial behavior and cause significant damage to the moral health of children.” The text of the strategy also mentions the destabilizing effect on adolescents of the use of drugs, psychotropics and alcohol. It refers to the danger of radical and extremist manifestations that have a destabilizing effect on the public mood of minors.

One of the main directions of state policy to ensure the safety of children in the strategy approved by the President of Russia is the improvement of laws in the field of surrogate motherhood.

The goals of the concept include: protection of children from external destructive information and psychological influence, external ideological and value expansion; the formation of a culture of a family with children as a basic social value, an increase in the prestige of fatherhood and motherhood, a multigenerational family and large families; improvement of legislation in the field of surrogate motherhood and protection of the interests of children born in the Russian Federation by surrogate mothers; state support for the creation of works of literature and art, films, theatrical, audio and printed products, which is aimed at preserving traditional Russian spiritual and moral values; state support of public projects focused on the popularization of cultural, moral and family values, civil and patriotic education of children and youth.

Over the next six months, the Russian government will need to form an “action plan aimed at implementing the approved document.” The measures will be aimed at “countering threats that create a direct or indirect possibility of causing harm to the life and health of a child, to prevent the death of children and their injuries.”

Work on the document was carried out in 2022 and 2023, noted former Children’s Ombudsman of Russia, Vice Speaker of the State Duma Anna Kuznetsova. The Child Safety Strategy, according to her, is a comprehensive document, it is aimed at saving minors, teachers, developing a modern integrated safe infrastructure of educational institutions, and creating a safe information environment.
