The document clearly spells out the rules for walking dogs, but in reality they are practically not observed by the owners. Dogs walk without a habit and a muzzle. Also, the owners do not clean up the feces after their pets, which leads to unsanitary consequences: in the yards, parks, playgrounds, there are heaps of waste products.
People’s experts believe that the initiative will help implement the implementation of the rules established by law. Outfit of vigilantes can carry out raids in areas of cities and large villages, identify violations and bring negligent owners to justice. If such raids are carried out even for a couple of hours several times a week, animal lovers will think about their irresponsible behavior. The realization that you can get a fine for breaking the walking rules will spur many dog owners to walk their pets on a leash and clean up after their balls and bobs.
Moreover, the creation of squads will ensure the safety of citizens who may suffer from an attack by a free-range dog. And public spaces will not be stained with excrement.
