Vladimir Filippov, Chairman of the Higher Attestation Commission (HAC), President of the Peoples’ Friendship University of Russia (RUDN), said that every year hundreds of people are deprived of their academic degrees due to plagiarism in their dissertations and other scientific works. The corresponding decision is made by the Higher Attestation Commission and the Ministry of Education and Science of the Russian Federation.
According to him, the implementation of the Anti-Plagiarism system provided great assistance to the Higher Attestation Commission in identifying incorrect and illegal borrowings in scientific papers. Checking dissertations using this system is now mandatory for dissertation councils of all Russian universities.
“We can also mention the introduction of the obligation of organizations, on the basis of which dissident councils operate, to check the quality of dissertations using the Anti-Plagiarism system for the absence of illegal borrowings. This eliminated large-scale illegal borrowing,” Mr. Filippov said. “RIA News”. According to him, the practice of depriving academic degrees for plagiarism has become most widespread in the past five years.
In November last year, the VAK officially approved a new register of scientific journals, publications in which are mandatory for the defense of a dissertation in Russia. Scientists are offered to publish not only in domestic publications, but also in foreign ones, but now publications abroad will not be considered mandatory. The Dissernet project has serious complaints about the list of Russian journals: more than a hundred of those that were awarded the highest category contain publications with large-scale plagiarism and dubious co-authorship.
