The Russian Center for Intellectual Property is going to help higher education institutions commercialize scientific developments, in particular, register their intellectual property rights. To this end, technology transfer centers will be created at institutes and universities.
As stated in the adopted document, the result of the work of such centers will be “protection, promotion and improvement of the circulation of the right to the results of intellectual activity in a modern cross-border digital format.” According to Deputy Minister of Science and Higher Education Daria Kiryanova, the task of the centers is to develop the commercial attractiveness of scientific developments of universities and their introduction into the real economy on market conditions.
It is planned to allocate 2.3 billion rubles from the federal budget for the creation of centers.
“This is not just support, but an investment in the future of Russian science, Russian technologies, which require competent management of the rights to the created results of intellectual work,” said Daria Kiryanova.
Technology Transfer Centers will help universities to deal with objects of intellectual property rights, deposit creative results, seek funding for creative projects, and protect commercial products from piracy.
