United Russia spoke about priority bills for the autumn session

United Russia has named bills that are planned to be considered as a priority during the autumn session of the State Duma (the first meeting will be held today). Most of them are directly or indirectly related to supporting participants in a special military operation; bills aimed at maintaining employment and volunteer activities will also be considered.

One of the bills that remains in the Duma portfolio concerns the introduction of a mechanism for compulsory state insurance of volunteers who take part in a special operation. According to the current legislation, such citizens are subject to compulsory state personal insurance at the expense of the federal budget, but the problem is that the mechanism for implementing this norm is not provided for by law.

A bill on the mechanism of life and health insurance for citizens participating in volunteer groups was submitted to the State Duma on July 19. It will operate in the same way as state personal insurance for military personnel – at the expense of the state budget. The project involves introducing amendments to the laws on the status of military personnel and on compulsory state insurance of the life and health of military personnel. President Vladimir Putin signed a decree on compulsory state life and health insurance for volunteers who take part in a special operation on August 3.

A bill on equating employers who employ participants in a special operation to social entrepreneurs should be considered; it was introduced into the lower house in early August. The document proposes to include in the categories of socially vulnerable persons, whose employment provides the opportunity to become a “social entrepreneur,” participants in special operations and combat veterans in general. When hiring such employees, employers will have access to various types of government benefits, including grants, rental of real estate on preferential terms, information support, etc.

The bill on the liability of military representatives of the state customer for violation of the terms of the state contract, which is also a priority, is aimed at ensuring that military representatives are held accountable for violations committed during the implementation of the state defense order. The bottom line is that military representatives, although they perform the function of a representative of the Ministry of Defense, are not officials of the state customer, and therefore do not bear responsibility. Their tasks include, among other things, quality control and acceptance of military products, which in many cases are sent to the special operation zone.

For violations in the execution of state defense orders, officials are subject to administrative liability in the form of a fine in the amount of 30,000 to 50,000 rubles; in certain cases, criminal liability may also arise. When the bill is adopted, the measure will also apply to military representatives; it amends Art. 2.5 and 14.55 of the Code of Administrative Offences.

The agenda of the session also includes a bill on the inheritance of the right to a free plot of land by members of the families of Heroes of Russia and the USSR and full holders of the Order of Glory. The measure will allow inheritance of the right to a free plot of land to the wives, children and parents of the above-mentioned categories of citizens. Currently, military personnel can only use this benefit in person. In general, the initiative will expand the functionality of the land plot. Previously, it was issued for building a house, gardening or personal farming, but now it will be possible to conduct farming activities.

Two more priority bills relate to stimulating employment and supporting volunteer activities. The first of them covers a wide range of issues, and in particular, it introduces the concepts of self-employment and platform employment, as well as new categories of persons – citizens at risk of dismissal, former participants in a military operation, in addition, measures are provided to support persons who belong to these categories. Among other things, the bill expands the opportunities for employers to employ people with disabilities and youth. the initiative will help in the fight against unemployment and illegal employment, in addition, it establishes a new principle for determining the amount of unemployment benefits.

As for supporting volunteerism, the bill aimed at this specifies the circle of participants in volunteer activities and expands it. According to the document, organizers of volunteer activities can be legal entities, regardless of their legal form. They are invited to amend the law “On Charitable Activities and Volunteering (Volunteering).”

The new measure will lead to uniformity in the system of powers of federal, regional and local authorities in terms of supporting volunteerism. It is also proposed to introduce measures to support the volunteers themselves, for example, to provide them with assistance with a medical examination, training or admission to universities. In addition, it is proposed to introduce an insignia to reward outstanding representatives of the volunteer movement.

Deputy head of the United Russia faction in the State Duma, Andrei Isaev, told Vedomosti that laws relating to participants in the special operation are adopted almost every session; there are already several dozen of them. Issues related to them are identified by a working group headed by the secretary of the party’s general council and vice-speaker of the Federation Council Andrei Turchak.

The deputy explained that the bill on insurance of volunteers will make it possible to prescribe specific rules that equate volunteers with mobilized and other participants in a special military operation in matters of insurance.

“There is also a law that concerns the rental of housing for participants of a military special operation. Now, according to current legislation, in order for the relevant command to make a decision, a competition must be announced. The announcement of a public competition puts the life and health of the participant at risk – this is an opportunity to inform the enemy of his location. Therefore, amendments will be adopted that will allow relevant contracts and agreements to be concluded without competition with one supplier,” Isaev explained.

“We also propose to legislatively provide for the possibility of creating regional preferences for small and medium-sized enterprises that will employ participants in a special military operation. These are the decisions we consistently make: decisions have already been made that the employment contract with the participants in the special operation is not interrupted, but suspended, and they retain the absolute right to reinstatement. A number of decisions were made regarding those participants in the special operation who are involved in small and medium-sized businesses,” the deputy noted.
