United Russia denies plans to impose liability for VPN use

Senator Andrei Klishas said that the introduction of liability for the use of VPNs is not being discussed, State Duma deputy Yevgeny Revenko specified that measures to punish the use of VPNs have not been discussed or worked out either in the United Russia party or in the faction. State Duma deputy Alexander Khinshtein explained that using a VPN is not a crime. All of them represent the United Russia party.
“There is no responsibility for the use of VPN and its introduction is not discussed,”— declared Mr Klishas. “Our legislation does not provide for punishment for such actions. Moreover, this was not discussed or worked out either in the United Russia party or in the faction,” the press service of the United Russia faction quoted Mr. Revenko to RIA Novosti.
“The position of the State Duma Committee on Information Policy is unequivocal: using a VPN is not a crime,”— declared Mr Khinshtein. The proposal to prosecute parents for using VPNs by their children has no prospects, the deputy noted.
Earlier, State Duma deputy Maria Butina (United Russia) said on the air of the TV show “Evening with Vladimir Solovyov” that it is necessary to deprive the parents of children who will use VPN while YouTube is blocked. A fragment of the recording of the broadcast was replicated by Telegram channels. Later Mrs. Butina named this is “an informational stuffing of my words about VPN, torn out of the context of the controversy with Solovyov.”
In April, Russian presidential press secretary Dmitry Peskov declaredthat uses VPN services. He explained that this is not prohibited.
