UN Secretary General finds it difficult to resume grain deal

Restoring the grain deal will be difficult, but the UN continues to work on this, Secretary General of the world organization Antonio Guterres told reporters.
“It will be hard <...> We continue to make efforts,” he said (quote according to TASS).
The most ideal option would be for Russia and Ukraine to ensure free navigation in the Black Sea, Guterres added, admitting that this was probably “too big of a dream.”
The grain deal was concluded on July 22, 2022 by representatives of Turkey and the UN on the one hand and representatives of Russia and Ukraine on the other. As part of the negotiations, two agreements were signed between Moscow and Kiev. The first is for the export of Ukrainian grain from three ports, including Odessa, Yuzhny and Chernomorsk, the second is for assistance in the export of Russian grain and fertilizers. Moscow has repeatedly stated that the second part of the deal is not being implemented.
On July 17, Russia left the Black Sea initiative. The Kremlin explained this by failure to comply with the second part of the agreement, which concerns, among other things, the lifting of restrictions on the supply of Russian products.
On September 22, the press secretary of the Russian President Dmitry Peskov said that there is currently no progress in terms of fulfilling Russia’s conditions for resuming the grain deal. The same week, the head of European diplomacy, Josep Borrell, said that the EU could not agree with Russia on the resumption of the Black Sea initiative.
