The authorities of Tula informed the local branch of the Memorial society about the need to vacate the municipal premises occupied by the organization. Officials cited “a significant need for non-residential premises for municipal needs,” said Yulia Mikhaleva, a member of the Tula Memorial board.

According to Ms. Mikhaleva, the Tula Memorial has occupied premises owned by the municipal authorities on Bundurina Street for more than 30 years. She stated that the department received a letter from officials on December 27. Her words on Facebook (owned by Meta, recognized as extremist and banned in Russia) were cited by Irina Kravtsova, editor-in-chief of the Ivan Limbach Publishing House.

“We don’t despair. Nothing is finished. On the contrary, there is a new stage ahead and a lot of work: preserving the invaluable archive, library, moving to a new place. The Tula Memorial exists on voluntary donations and membership fees, but now a new expense item will appear. But everything can be resolved. We continue to work,” said Mrs. Mikhaleva.

In 2014, the Russian Ministry of Justice declared the Memorial human rights center a foreign agent. In 2016, International Memorial was declared a foreign agent. In 2021, the Human Rights Centers Memorial and International Memorial were liquidated by decision of the Supreme Court. In 2022, supporters and participants of the liquidated societies created the Memorial Scientific Information and Educational Center and continued human rights and educational activities without forming a legal entity. According to website NIPC “Memorial”, the main task of the organization is a comprehensive study of the history of political repression in the USSR and Russia.
