The Legislative Assembly of the Trans-Baikal Territory, at its session on December 25, adopted in the first reading the bill “On the treatment of animals without owners,” according to which “aggressive and unclaimed dogs” will be killed after 30 days in shelters. According to the press service of the regional parliament, animals for which no old or new owners have been found within six months after being caught and in the shelter will also be euthanized.

“Dogs below 25 cm at the withers will be returned to their former habitat after the necessary veterinary measures, in particular sterilization. The adopted law will significantly reduce the burden on the budget. In the regional budget in 2022, 93 million rubles were allocated for the lifelong maintenance of stray dogs, in 2023 – 153 million rubles, in addition, significant amounts are allocated annually for the construction of shelters. According to experts, keeping one stray dog ​​a year costs more than 53 thousand rubles,” Andrei Lim, head of the region’s State Veterinary Service, which developed the bill, is quoted in the message.

The head of the department added that similar bills have already been adopted in three regions – Buryatia, Magadan Region and the Altai Republic. Deputies of the Trans-Baikal Legislative Assembly voted unanimously to approve the draft in the first reading.
