The Russian government obliged the regions to review electricity tariffs

A decree of the Russian Government approved measures encouraging regional authorities to transfer the population to new electricity tariffs. They will increase with increasing consumption.

Adjustments to the tariff regulation system in the regions of the country should begin in 2024. According to the new measures, regional authorities will be obliged to review tariffs if they want to increase them for enterprises in exchange for reductions for the population.

As Kommersant reports, electricity tariffs for the population in Russia have long been kept at a level below that which could be justified from an economic point of view. This mechanism works by redistributing part of the burden on tariffs for industry, which actually means subsidizing the population from enterprises. In 2023, regions were allowed to temporarily exceed established limits in this area.

According to the new regulations, regions can choose between switching to a new tariff system or subsidizing tariffs for the population at the expense of their own budgets. Experts from the Federal Antimonopoly Service (FAS) believe that most regions in 2024, when setting tariffs, will go beyond the established subsidy limits, which will lead to a nationwide transition to new tariffs.
